Water is always surrounding the plant roots in a hydroponic setup. Because water and nutrients are always present, it allows plants to grow faster and stronger. If the dripper is far to clogged, consider soaking it in water prior to the vinegar solution. Keep drippers nearby so they can be used as replacements whenever needed.
