Hydroponic gardens operate a little differently; they use a specialized type of fertilizer which is customized to be efficient in hydroponics. This is because of the technical system of hydroponic gardens. In soil gardens the nutrients in fertilizers are not all absorbed by the plants, because the soil acts like a buffer. In a hydroponic set up, there is nothing acting as a buffer, and all the nutrients from fertilizers are easily absorbed by the plants. It is a general rule that EC and pH should never be lower then 5 and higher then 7, as the plant would not be able to absorb any nutrients.
